In a significant move towards fostering rural development, the Government of Jammu and Kashmir, under the aegis of the General Administration Department, is pleased to announce the initiation of the “Fifth Phase of Back to Village Programme (B2V5)” in the Union territory of Jammu and Kashmir. This transformative endeavor is rooted in the firm belief that empowering our rural communities is pivotal to the overall progress of our great Union territory.
To ensure the seamless execution and success of this groundbreaking initiative, the Government has sanctioned the constitution of a dedicated committee. The committee, composed of eminent individuals from various departments, has been entrusted with the responsibility to meticulously plan and execute the B2V5 programme.
Committee Composition:
- Chairman: Principal Secretary to the Government, Finance Department
- Member: Commissioner/Secretary to the Government, Department of Rural Development & Panchayati Raj
- Member: Commissioner/Secretary to the Government, Information/Information Technology Department
- Member: Secretary to the Government, Planning, Development & Monitoring Department
- Member: Deputy Commissioner, Bandipora
- Member: Deputy Commissioner, Ramban
- Member: Additional Secretary to the Government, (Administration), General Administration Department
Key Responsibilities of the Committee:
- Finalize the Programme Schedule: The committee will meticulously plan and finalize the schedule of the B2V5 Programme, ensuring optimal utilization of time and resources.
- Design Programme Content: Crafting the content of the programme is pivotal to its success. The committee will work towards designing comprehensive and engaging content that resonates with the rural populace.
- Determine Programme Activities: The committee will decide upon the activities to be undertaken during the programme. This coordination will be carried out jointly by the Planning, Development & Monitoring Department and the Department of Rural Development & Panchayati Raj.
- Collection of Panchayat-Level Information: The exact details and information to be collected at the Panchayat level will be decided by the committee. This data will be invaluable in understanding the unique needs of each region, thereby facilitating targeted development initiatives.
- Allocation of Panchayat Officers: To ensure the smooth functioning of the programme, the allocation of officers of Panchayats will be coordinated by the General Administration Department and the Department of Rural Development & Panchayati Raj.
- Issuance of Instructions/Orders: The committee will decide upon the specific instructions or orders to be issued in connection with the Programme. This coordination will be overseen by the General Administration Department and the Planning, Development & Monitoring Department.
This esteemed committee will be serviced by the Department of Rural Development & Panchayati Raj, which will provide the necessary support and resources to facilitate the smooth functioning of the B2V5 Programme.
